Latin American Doctorate

LATIN AMERICAN DOCTORATE IN EDUCATION: PUBLIC POLICIES AND THE TEACHING PROFESSION

The Latin American Doctorate in Education: Public Policies and the Teaching Profession arose from the need to expand postgraduate courses in Latin America that could train doctors with theoretical and methodological production capacity, capable of analyzing, interpreting and influencing the educational realities of Latin American countries.

This idea was launched in 2006 at the IV International Meeting of the KIPUS Network (http://www.redkipus.org/) held in Chile, and began to take shape in 2007 and 2008. During this period, a project was collectively drawn up that sought to respond, through a doctoral course, to the demand for teacher training and the production of knowledge about education in Latin America. Representatives from Latin American universities and professionals from UNESCO took part in drawing up this project.

In 2009, an International Cooperation Agreement was signed between UNESCO (IESALC – OREALC), RED KIPUS and 11 Latin American Universities. Of these, five were considered to be hub universities, i.e. those that already had a tradition of offering postgraduate courses (doctorate level) and the conditions to implement them in the short term, such as: UFMG, UPN – Mexico, UPN – Colombia, UPEL – Venezuela, Universidad de la Frontera – Chile.

These universities have committed to maintaining compulsory subjects in all programs, seeking faculty and student mobility and forming an International Academic Coordination Council, responsible for deliberating on more general issues, seeking to maintain the identity of the courses. The PPGE/UFMG was a pioneer in implementing this doctorate, and the other universities are in the process of doing so.

This doctorate, as its name already indicates, has its emphasis in the area of Public Policies in Education and the Teaching Profession, providing ample scope for proposing objects of study.

Entry to this doctorate is by selection, with a specific call for applications. To take part in the selection process, candidates must submit a CV, a research project and undergo an interview.

The rules of this program are contained in the Regulations of the PPGE/UFMG; in Resolution 3/2013 – PPGE/UFMG, specific to this doctorate and by the rules of the International Academic Coordination Council.

 

SCHOLARSHIPS

The PPGE/UFMG has a scholarship quota for this doctorate. The selection criteria used are as follows:

  • prioritizing students from other countries;
  • performance in the selection process (ranking);
  • curriculum;
  • not receiving a scholarship of any other kind.
